AROW represents a dynamic cross section of the recycling
and solid waste industry. The association strives to evaluate and develop proactive legislative advocacy positions based on well-informed analysis of how issues and potential outcomes affect our diverse membership and the industry as a whole.

Spring 2011 was not the spring that anyone was expecting with the state budget and its effect on recycling.
AROW, SWANA, WCSWMA and the Council on Recycling teamed up to assure that decision makers were aware of what recycling means to the state of Wisconsin.

Senate Resolution 251
Reinforcing the Importance of Recycling
to the US Economy
Senate Resolution 251 was introduced in the US Senate by Senators Tom Carper (D-DE) and Olympia Snowe (R-ME). The resolution, which has been referred to the Environment & Public Works Committee, expresses support for improvement in the collection, processing and use of recyclable materials throughout the US and reinforces the importance of recycling to the US economy. It also highlights the environmental benefits of recycling. Along with others, the NRC helped provide language in the resolution shortly before it was finalized. Senators Carper and Snowe were joined in the introduction of this bill by 12 bipartisan cosponsors, including Sens. Joe Lieberman (I-CT), Patty Murray (D-WA), Richard Blumenthal (D-CT), Max Baucus (D-MT), Debbie Stabenow (D-MI), Robert Casey (D-PA), Chuck Grassley (R-IA), Jon Tester (D-MT), Sheldon Whitehouse (D-RI), Chris Coons (D-DE), Kirsten Gillibrand (D-NY) and Jeff Merkley (D-OR). |

AROW's Government Affairs Committee
AROW's Government Affairs Committee, made up of AROW members, advises and guides AROW's advocacy initiatives. The group is charged with:
- Developing an advocacy prioritization matrix;
- Summarizing AROW's current policies and positions;
- Developing a mechanism by which to develop AROW's position on policies;
- Identify current/proposed policies that require AROW's input
